    TANF should be a work-based safety net that strengthens families. The history of the past fourteen years shows the way to improving it for the future. It would be more successful in promoting work if it analyzed the individual needs and challenges of recipients and provided tailored education, training, support services, and other assistance to help people get and keep jobs. It would be more successful as a safety net if benefits were increased and if people in need could succeed in greater numbers in gaining access to the program

    Poverty in America: Why Can\u27t We End It?

    The lowest percentage in poverty since we started counting was 11.1 percent in 1973. The rate climbed as high as 15.2 percent in 1983. In 2000, after a spurt of prosperity, it went back down to 11.3 percent, and yet 15 million more people are poor today. At the same time, we have done a lot that works. From Social Security to food stamps to the earned-income tax credit and on and on, we have enacted programs that now keep 40 million people out of poverty. Poverty would be nearly double what it is now without these measures, according to the Center on Budget and Policy Priorities. With all of that, why have we not achieved more? Four reasons: An astonishing number of people work at low-wage jobs. Plus, many more households are headed now by a single parent, making it difficult for them to earn a living income from the jobs that are typically available. The near disappearance of cash assistance for low-income mothers and children—i.e., welfare—in much of the country plays a contributing role, too. And persistent issues of race and gender mean higher poverty among minorities and families headed by single mothers

A recession is looking more probable by the day. And the 1996 welfare law is coming up for reauthorization in 2002. So this is a good time to look at how we are doing and what we need to do

    Combustion of Gaseous Fuels Under Reduced-Gravity Conditions

    The need for an improved understanding of fires is becoming critically important with increased space travel and utilization. While the control of fires in low-gravity environments is not well understood, it is known that buoyancy significantly affects flame behavior and characteristics. The objective of this research is to gain a more fundamental understanding of fires, and to quantify flame behavior under reduced-gravity levels. Non-premixed flames of gaseous fuels are considered in this study because they are relatively simple and easy to control, yet embody mechanisms found in all types of combustion processes ranging from uncontrolled fires to practical combustion systems. This paper presents some recent results from microgravity studies of these flames. In addition, the potential usefulness of lunar- and Martian-based laboratories is discussed in order to understand the characteristics and behavior of fires in reduced-gravity environments

    Review of alternative fuels data bases

    Based on an analysis of the interaction of fuel physical and chemical properties with combustion characteristics and indicators, a ranking of the importance of various fuel properties with respect to the combustion process was established. This ranking was used to define a suite of specific experiments whose objective is the development of an alternative fuels design data base. Combustion characteristics and indicators examined include droplet and spray formation, droplet vaporization and burning, ignition and flame stabilization, flame temperature, laminar flame speed, combustion completion, soot emissions, NOx and SOx emissions, and the fuels' thermal and oxidative stability and fouling and corrosion characteristics. Key fuel property data is found to include composition, thermochemical data, chemical kinetic rate information, and certain physical properties

    Overview of the Systems Special Investigation Group investigation

    The Long Duration Exposure Facility (LDEF) carried a remarkable variety of electrical, mechanical, thermal, and optical systems, subsystems, and components. Nineteen of the fifty-seven experiments flown on LDEF contained functional systems that were active on-orbit. Almost all of the other experiments possessed at least a few specific components of interest to the Systems Special Investigation Group (Systems SIG), such as adhesives, seals, fasteners, optical components, and thermal blankets. Almost all top level functional testing of the active LDEF and experiment systems has been completed. Failure analysis of both LDEF hardware and individual experiments that failed to perform as designed has also been completed. Testing of system components and experimenter hardware of interest to the Systems SIG is ongoing. All available testing and analysis results were collected and integrated by the Systems SIG. An overview of our findings is provided. An LDEF Optical Experiment Database containing information for all 29 optical related experiments is also discussed
